The Cedar City Council convened on August 13, 2025, to deliberate on several pivotal matters affecting the community.
Among the significant decisions was the approval of a zoning amendment for the Iron Horse Residential Development Overlay.
This change transitions specific parcels from Agricultural Transition (AT) to Residential Estate (RE) and Mixed Use (MU), impacting an area approximately between 800 South to 1950 South and 2600 West to 3500 West.
The council emphasized that this adjustment affects less than 1% of the total project acreage.
In a move to enhance city infrastructure, the council passed an ordinance renaming a portion of Old Highway 91 to Cedar Boulevard.
While some members expressed a preference for retaining the original name or considering alternatives, the motion ultimately received approval.
Addressing internal policies, the council adopted a resolution amending Chapter 6 of the personnel policy.
This amendment mandates that department heads reside within a 25-mile radius of City Hall, excluding areas like Brian Head and Cedar Mountain.
Additionally, the policy aligns take-home vehicle residency requirements for public safety positions with this radius.
Enhancements to the animal control fee schedule were also approved.
The amendments empower the chief to authorize adoption promotion pricing, such as two-for-one promotions when cat inventory exceeds a certain threshold, and to temporarily reduce microchip fees during special adoption events.
These changes formalize practices already in place.
Other notable actions included the unanimous denial of a request for a lifetime golf pass for Troy Stratton and the appointment of a replacement board member for the Courtyards at Church Canyon Public Infrastructure District.
The council also approved the consent agenda, encompassing minutes from previous meetings, ratification of bills, and the appointment of James Shenton to the CAT board.
Consideration of a long-term lease for city properties at approximately 304 North 100 East was tabled indefinitely at the proponent's request to allow more time for negotiation.
